PURSUANT to the Order of the Board of Commissioners of the Tunica County Utility District of Tunica County, Mississippi, Notice is hereby given that said Board will receive sealed bids until 2:00 o’clock PM, Local Time on February 10, 2011 in the Board Room at the Tunica County Courthouse, 1300 School Street in the Town of Tunica, Mississippi, for the following project:

All proposals will be publicly opened and read aloud shortly thereafter.

The Work in CONTRACT 2, BOND ROAD consists generally of furnishing and installing approximately 4,054 LF of 10” Gravity Sewers, 13 Manholes, 2,500 LF of 6” Service Lines, 1 EA Packaged-type Wastewater Pumping Stations, 1,800 LF of 3” Wastewater Force Mains, and other related items as indicated and specified.

All documents required for bidding purposes, including plans and specifications, may be obtained from RiverBend of Mississippi, Inc., PO Box 2189, 987 Harris Street, Tunica, Mississippi 38676 (telephone 662-357-6886 and facsimile 662-357-6889) for a cost of $100.00 per set, which is non-refundable.

Each bid shall be accompanied by a Certified Check on a solvent bank or a Bidder s Bond issued by a Surety Company licensed to operate in the State of Mississippi, in the amount of five percent (5%) of the total bid price, as a guarantee that if the bid is accepted, the Bidder will enter into a contract and execute the Performance and Payment Bonds in the form and within the time specified.

The successful Bidder will be required to execute a Performance Bond and a Payment Bond, each in the amount of 100 percent of the Contract, issued by a Surety Company licensed to operate in the State of Mississippi.

Each Bidder shall have a Certificate of Responsibility as required by the laws of the State of Mississippi to bid on contracts for public projects in which the bid price exceeds $50,000.00 and for private projects in which the bid price exceeds $100,000.00. Each Bidder shall show on the outside of the envelope containing his bid: his current Certificate of Responsibility number and expiration date, or if applicable, a statement certifying that the bid enclosed does not exceed $50,000.00 for a public project or $100,000 for a private project; his name; and the name of the Contract for which the bid is submitted. Failure to show these items on the outside of the envelope containing the bid will result in the bid being returned to the Bidder unopened. Public funds are involved in this project.

No Bidder may withdraw his bid for a period of ninety (90) days after date of actual bid opening, without Owner s consent.

The Tunica County Utility District reserves the right to reject any or all bids received; to waive any informalities or irregularities in the bids received; to accept any bid which is deemed most favorable to the Tunica County Utility District.

Minority and women’s business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities, equipment, material and/or supply needs.

Any contract or contracts awarded under this invitation for bids are expected to be funded in whole or in part by anticipated funds from the US Environmental Protection Agency, the US Economic Development Administration, and/or the Community Development Block Grant Economic Development Program. Neither the State of Mississippi, the Commission on Environmental Quality, the Department and all of their employees and officers is or will be a party to this invitation for bids or any resulting or related contracts.

Each Bidder’s attention is called to Section 31-3-21 of the Mississippi Code of 1972, as amended.  This provides in part as follows:  “When a nonresident contractor submits a bid for a public project, he shall attach thereto a copy of his resident state’s current law pertaining to such state’s treatment of nonresident contractors.” Failure to provide this information may be cause for rejection of the Bid.
