Cotton Transition Assistance Program starts 2014 sign up
The USDA Farm Service Agency is now holding a sign up for the 2014 Cotton Transition Assistance Program (CTAP). The program’s purpose is to provide payments to producers of upland cotton base because of 1) repeal of direct payments; 2) inapplicability of 2014 ARC/PLC Programs to cotton; and 3) delayed implementation of the STAX program.
The CTAP program is based on a farm’s 2013 cotton base acres effective under the 2008 Farm Bill, as of September 30, 2013. With respect to a farm’s effective 2013 cotton base acres, as adjusted, CTAP payments will be issued to 2014 producers who apply and meet all program requirements.
